The study is intended to assist the Government of Swaziland in its log-term planning of water resources development and management, particularly of the Usuthu and Ngwavuma river basins. Specifically, the study was commissioned to undertake an assessment of water availability in the Usuthu river basin, the potential for future developments, and effective means of regulating the flows of the basin. The study collaborated with the European Development Fund pre-feasibility study for smallholder irrigation in the lower Usuthu basin completed in 1996.
