The project seeks to strengthen the management capacities of participating provinces through interventions aiming at restructuring and rationalizing administrative structures. Focus is on clarifying roles and responsibilities of key stakeholders; improving productivity, staff morale and team building; introducing and improving performance management, improving financial, budget and project management, and managing affirmative action and gender issues.
