      Goals and Objectives
      Summary of the partnership's goals and objectives
      The Electricity Governance Initiative seeks to enhance global understanding of electricity sector governance, and build the capacity of governments and civil society to implement good governance. The electricity sector globally has undergone fundamental transformations over the past decade. With new forms of organization, ownership, and technologies have come new and complicated questions about how decisions in the electricity sector are made and who makes them. Electricity reform has raised questions of governance that are increasingly recognized as important, but seldom answered. The Initiative is a partnership of civil society and electricity sector actors, whose goal is to create space for voices representing social and environmental considerations to be included in electricity sector decision-making, and advance implementation of Agenda 21. We seek to develop a common language for understanding governance and to build the capacity of civil society and governments to practice good governance. The partnership complements the efforts of civil society, governments, and private sector actors to advance public interests in the electricity sector.
      Targets and Progress
      Partnership targets
      - Develop a common language for understanding governance and establish benchmarks for best practice in electricity policy and regulatory processes
      - Enable NGO partners in conjunction with electricity sector actors in at least 4 countries to identify areas of relative best practice and areas where improvement is needed in policy and regulatory processes in the electricity sector
      - Facilitate a global dialogue between NGOs, representatives of major groups, electricity regulators, and policymakers about the importance of an open and robust decision-making process for reaching sustainable outcomes
      - Build the capacity of major groups to enforce accountability and monitor progress toward improved governance
      - Draw government attention to principles of good governance (transparency, access to participation, and accountability) and build capacity to exercise good governance.
      Progress against targets
      Civil society and sector actors in Thailand, India, Indonesia and the Philippines are completing assessments of governance in their country?s electricity sector.

      In March 2006 the Partnership will host a forum to showcase the results of these assessments to selected members of the international community, electricity sector actors, electricity and governance experts.

      The central piece of this initiative is a ?toolkit? of indicators to assess transparency, public participation, capacity and accountability in electricity policy and regulatory processes in different countries, with an emphasis on environmental and social considerations. This toolkit was developed through an extensive review process. Application of the toolkit guides an assessment of governance so as to identify areas of best practice and relative weakness.
      Relationship to International Agreements on Sustainable Development
      How the partnership contributes to the implementation of Agenda 21, the Programme for the Further Implementation of Agenda 21, and the Johannesburg Plan of Implementation
      The Initiative is a partnership to amplify and create space in the electricity sector for voices that represent social and environmental considerations. We seek to develop and build the capacity of major groups and governments to practice good governance. The partnership complements the efforts of civil society, governments, and private-sector actors to advance public interests in electricity.

      The Electricity Governance Initiative therefore directly contributes to Section I: Social and Economic Dimensions (especially in the context of chapter 8?Integrating environment and development into decision making), Section III: Strengthening the Role of Major Groups and Section IV: Means of Implementation of Agenda 21 (particularly Chapter 27-- Strengthening the role of non-governmental organizations: partners for sustainable development.)

      It also contributes directly to section III of the Programme for the Further Implementation of Agenda 21 (particularly under section A. 21), and to Sections H and I of the Johannesburg Plan of Implementation.

      Coordination Mechanism of the Partnership
      The Electricity Governance Initiative is a collaborative undertaking of the World Resources Institute (USA), Prayas (India), and the National Institute of Public Finance and Policy (India). WRI is the acting secretariat of the Initiative. WRI responds to requests for information on the Initiative and takes the lead on outreach and information dissemination.       Implementation Mechanism of the Partnership
      This partnership seeks to connect NGOs active in the electricity sector with officials, experts and other key actors in their country?s electricity sector. The toolkit is used by major groups with complementary expertise and public interest priorities. These teams are guided by an advisory panel of sector officials and experts that provide guidance and legitimize assessment reports.
